It's emerged that Lincoln's Christmas Market almost opened to locals on Sunday - but the county council couldn't get extra staff to make it happen.
Organisers decided to close the flagship event for its final day after heavy snow was forecast - but never materialised.
The City of Lincoln Council, which organised the event, has confirmed it asked Lincolnshire County Council - which is in charge of gritters to help out so the market could go ahead on Sunday.
The county council's admitted it did receive a request from the city council to help keep the market open, but said it couldn't assist because it didn't have enough gritters or staff to spare.
