    Lincolnshire's Police and Crime Commissioner (PCC) says he's "over the moon" that so-called "upskirting" is to be made a specific criminal offence.

    Upskirting, or secretly taking photographs up skirts or dresses, will come with a punishment of up to two years in prison.

    The government's confirmed it will back a Private Member's Bill which is being presented to the Commons today.

    Lincolnshire PCC Marc Jones, who has vocally supported the idea, says he welcomes the introduction of the new law:

  2. Woman dies after trying to save dog from lakepublished at 10:18 British Summer Time 15 June 2018

    A 35-year-old woman who is thought to have drowned in the River Welland in Moulton, near Spalding, was searching for her pet dog, police have confirmed.

    Helicopters, drones and the coastguard were called to the Moulton Marsh Nature Reserve (pictured) on Wednesday morning after concerns that a woman had entered the water.

    The body of the woman was discovered in the water on Wednesday afternoon.

    Police aren't treating the death as suspicious.

    The dog was later found safe and well.

    Plans have been revealed for a new engineering training centre at Boston's college.

    A statement from the college says the plan is in "direct response" to the "UK's much publicised decline in productivity".

    The plans include purpose-built accommodation for students, two engineering workshops and a laboratory.

  4. Windmill team relax after concerns over sailspublished at 09:27 British Summer Time 15 June 2018

    Volunteers at Heckington Windmill in Lincolnshire spent the day on Thursday making sure no one was hurt after the windmill began turning backwards in high winds.

    They were working until gone 21:00 last night making the eight-sailed mill safe.

    Staff said: "As expected, the wind has dropped this evening. This has enabled the sails to be stopped and the mill to cease turning."

    Police cordoned off roads nearby yesterday as a precaution because there were concerns that the "sails may come off".

    Windmill staff apologised for the inconvenience caused by the road closure and say the mill tea rooms and windmill are expected to open today as normal.

    Parents and campaigners say they've been left with a frustrating lack of detail about the future of the children's ward at Pilgrim Hospital in Boston.

    The ward is at risk because of a "severe staff shortage" and it was confirmed yesterday by NHS Improvement that the ward won't close, but it will "look different".

    At a public meeting last night (pictured), the medical director in charge of the trust which runs the hospital said he wasn't currently able to say how the ward will change.

    Dr Neil Hepburn, from United Lincolnshire Hospitals NHS Trust said it's "frustrating" that he can't reveal details but the service "will be different in some ways because we don't have the number of people needed to provide the services as they are".

    A Lincoln man accused of sending letters promoting "Punish a Muslim Day" has been charged with soliciting to murder, counter-terror police have said.

    Anonymous notes calling for a co-ordinated attacked on Muslims were sent to addresses across the UK.

    David Parnham, 35, has been charged with 14 offences in total, including staging a bomb hoax and sending threatening letters.

    He is due to appear before Westminster Magistrates' Court on Friday.

    Counter Terrorism Policing North East said Mr Parnham was charged "in connection with an ongoing investigation into offensive communications".

    A well-known restaurant in Lincoln has been bought by the University of Lincoln's Student Union.

    The Barge on the Brayford is an 80-year-old boat which housed a restaurant for many years.

    It closed two years ago when its owner retired.

    The barge had been severely damaged by a fire in 2014.

    The Student Union says it will now captain the ship.

    Former owner, Catherine Kirk-Keverne, says she's "delighted" the barge will be put back into use, she says she "can't wait to see the barge taken forward into its next chapter".

    The City of Lincoln Council says it's taken legal action against an "unauthorised encampment" of travellers in Lincoln.

    Owners of caravans and motorhomes set themselves up in an open space by Nettleham Road in the city last night.

    The City of Lincoln Council says "the owners of the vehicles were served with a request to leave the area within two days and legal action has now commenced".

    The authority says they're working closely with the police and county council to make sure the group leave quickly and safely.

    Engineers say they have to wait until the wind dies down before they can apply a brake.

    Great Grimsby Labour MP Melanie Onn has welcomed the news that the cap on the number of foreign doctors and nurses working in the UK could soon be relaxed.

    The Home Office has said foreign medics would be excluded from the government's cap on skilled migration.

    The cap - introduced by Theresa May when she was home secretary - sets a limit for all non-EU skilled workers at 20,700 people a year.

    There have been warnings it makes it hard to fill vacancies in the NHS.

    Melanie Onn says there's a vacancy rate of about 27% in hospitals in northern Lincolnshire and has previously criticised the rules around recruiting foreign staff in the NHS.

    There are no plans to close the children's ward at Pilgrim Hospital in Boston, according to the organisation that oversees the hospital trust.

    Conservative MP Matt Warman, who represents Boston and Skegness, says it's a "major step forward" but it's "too early to confirm the precise shape of future paediatric provision" at the site".

    United Lincolnshire Hospitals NHS Trust (ULHT) which runs the hospital has faced difficulties due to a shortage of staff.

    The captain of a Russian oil tanker, which berthed in Immingham, has been ordered to pay a fine and costs of almost £26,000 after he admitted a series of safety breaches.

    The tanker Tecoil Polaris arrived on the 5 June from Finland.

    The Port Authority reported concerns about the competency of the master and crew as the vessel approached and berthed at Immingham Docks.

    Maritime and Coastguard Agency inspectors found a series of problems with navigation and safety equipment and a "significant" failure to comply with an international safety code.

    Vitaliy Trofimov appeared at Hull Magistrates' Court today and pleaded guilty to the breaches.

    The vessel has been detained and won't be released until the captain's £1,400 fine and costs of more than £24,000 are paid.
