A call for high-paying salaries of council officers to be “more transparent” has been voted down.
The bid for more scrutiny over the amount staff are paid at Surrey County Council came after an advert for a job as a programme manager to help with moving the county hall out of Kingston was tagged with a £91-98,000 salary.
Councillor Chris Botten, Lib Dem opposition leader, said the county should be sharing talented staff and resources with borough and district councils in a bid to keep down costs when so many residents are struggling to make ends meet.
He put forward a motion for a policy on recruiting permanent positions instead of interim posts and for the county to work more with the boroughs and districts. This was approved and voted through unanimously.
A third part of the motion to provide more monitoring of the costs for senior management salaries, interim appointments and redundancies was rejected..

The 30-year-old victim had been walking along Causton Street at 03:10 GMT on 5 March when she was approached by the suspect.
Police say the man raped and stole from the woman and was last seen running towards Vauxhall Bridge in the direction of the bus station.
The woman suffered bruising to her arms during the attack.
Det Con Jason Anderson said: “This was a terrifying attack on a lone woman by a stranger.
"I would like to reassure people in the area that attacks like this are very rare.
"Extra neighborhood patrols have been stepped up."
The suspect is described as a black man, aged in his 30s and approximately 6ft tall.
Police say he was wearing distinctive clothing, comprising of a black baseball cap with white writing, a jacket with a large red pattern on the front, grey jeans and black trainers with red stripes.
A deputy head teacher has admitted taking cocaine while watching child sexual abuse online.
Paul Newbury, 50, had been working as an associate head teacher at Acland Burghley School in Camden when he was arrested by police in February last year.
Officers from the National Crime Agency (NCA) found drugs at his home in Wood Green including cocaine, GHB and crystal methamphetamine, for personal use.
In an interview Newbury admitted having the drugs and taking them while in an online video conferencing room where the live sex abuse of a 10-year-old girl was shown.
He also admitted collecting more than 2,000 sexual abuse images of children.
Highbury Magistrates Court confirmed Newbury pleaded guilty to 10 drugs and child sex abuses charges in a hearing yesterday.
He will be sentenced at Southwark Crown Court at a later date.
Newbury was fired from the school shortly after his arrest.
Acland Burghley's alumni include singer Ms Dynamite and Sarah Brown, the wife of former prime minister Gordon Brown.
A spokesperson for Acland Burghley School said families and students were informed of the court results, adding: "We are now working with the relevant agencies to ensure the whole school community receives support as we move forward."

London's firefighters have unveiled new specialist equipment requested in the wake of the Grenfell Tower Fire.
New drones and Warning Alarm for Stability Protection (Wasps) were funded in part by a £6.8m grants from the Mayor of London, City Hall said.
In October 2018 the London Fire Brigade unveiled new uniforms for its 4,800 firefighters.
Firefighters will also carry "life-saving" hoods to protect people from toxic smoke in a blaze, introduced since the Grenfell Tower fire disaster killed 72 people in June 2017.
Mayor of London, Sadiq Khan, said: “Our firefighters risk their lives every day to keep London safe and it is vital that they have the specialist equipment they need to do their jobs."
London Fire Commissioner, Dany Cotton, said: “We are at the forefront of developing and introducing new equipment to protect Londoners and keep our firefighters safe."
Student Tendai Muswere will stand trial at Southwark Crown Court on 27 August.

Armed and unarmed officers joined paramedics and the London Fire Brigade at the scene in Pagehurst Road in Addiscombe, near Croydon, at about 08:30 GMT yesterday.
They had been called by a man who said he would kill people, and "intimated he had a firearm", police said.
The Met said the standoff was sparked by a suspected domestic dispute and there was no evidence of any terrorism-related motive.
The man was arrested at approximately 18:30 on suspicion of making threats to kill. He has been taken to a south London police station where he remains in custody.
A police cordon remains in place.
