  2. Travel update: Severe delays on Circle and District Linespublished at 08:12 Greenwich Mean Time 20 March 2019

    There are severe delays on the Circle and District Lines this morning after a signal failure at Paddington.

    The delays are affected all Circle Line trains travelling anticlockwise, and all District Line trains between High Street Kensington and Edgware Road.

    Tickets are being accepted on Zone 1 buses as engineers try to fix the failure.

    The reduced service on the London Overground between Gospel Oak and Barking, which began on Monday, will continue until further notice.

    There's a good service on all other Tube lines as well as the trams, the DLR, and TfL Rail.

    The Queen and the Duchess of Cambridge have teamed up on a visit to King's College London.

    The royal pair opened Bush House, the latest education and learning facilities on the Strand Campus.

    The Queen, who is patron of King's College, toured the facilities with Kate and met supporters of the development.

    The pair were expected to be shown a robotics demonstration, including robotic surgery, and a demo showing how sensors made from textiles can measure useful information about the body.

    They also planned to visit a virtual trading floor and meet students from the Entrepreneurship Institute, which supports entrepreneurial thinking, skills and experiences among King's students, staff and alumni.

    Later, Kate will visit the Foundling Museum to understand how it uses art to make a positive contribution to society by engaging with vulnerable and marginalised young people.

    Kensington Palace announced today that she has become a patron for the museum, which tells the history of the Foundling Hospital, the UK's first children's charity and public art gallery.

    Londoners should get a week of free travel to change commuter habits and tackle toxic air pollution in the capital, a leading doctor has said.

    Sir Sam Everington, chairman of the London Clinical Commissioning Council, said a “try before you buy” public transport pass would encourage commuters to leave their cars at home.

    London has suffered from illegal levels of air pollution since 2010.

    Traffic is to blame for most of the capital’s dirty air, with particularly high levels of nitrogen dioxide released by vehicle exhausts.

    Central London, Kensington and Chelsea and Tower Hamlets have recorded some of the highest level of the toxic gas in the UK.

    “When I turned 60 I got a free Oyster card and it completely changed the way I travelled,” Sir Sam told an east London health and wellbeing board.

    “If we could provide people with free travel for just a week this would change the way they see the London public transport network."

    A Transport for London spokesperson said: “We offer a range of discounted or free fares, but currently have no plans to introduce additional free travel concessions.

    "We are tackling London’s toxic air with one of the world’s most ambitious air quality programmes."

    Market traders, schoolchildren and a pub landlady are just a few of the people to feature in an interactive photography exhibition in south-east London.

    Portraits of people going about their daily lives taken across the borough of Greenwich are going on display in Woolwich Arsenal.

    Councillor Miranda Williams said: “Woolwich is a vibrant, buzzing place. The exhibition shows that you just have to scratch the surface to discover all the fantastic things that are happening in and around the area.

    "From social clubs for retired members of the Nepalese and Caribbean communities to top family run restaurants, independent shops and even free knitting and carpentry groups."

    As well as being photographed, many of the participants were also interviewed.

    Visitors and passers-by will be able to scan QR codes displayed with the portraits to instantly listen to the subjects' stories.

    The Royal Borough of Greenwich has allocated more than £31m for the Woolwich Creative District project, an investment which hopes to deliver 400 new jobs, increase local revenue and boost tourism.

    The exhibition will be open until the creative district project is finished in 2020.

    A cycle superhighway that would have linked north-west London to the West End has been limited to just one junction.

    Transport for London (TfL) confirmed they will not proceed with building CS11 through Regent's Park and Oxford Circus, after it was blocked by a judicial review by Westminster Council.

    The proposed rebuilding of the Swiss Cottage gyratory will go ahead in partnership with Camden Council.

    Though TfL said they will "take a fresh look" at the plans to change the Swiss Cottage one-way system.

    Green Assembly Member, Caroline Russell, said: “It’s so disappointing that Westminster and the Crown Estate Paving Commission are looking backwards to a traffic choked, car based past rather than a future of safe walking and cycling.

    “The Mayor and councils must work together to transform our streets if we are going to reduce traffic, clean up our air and enable Londoners to walk and cycle safely for their everyday journeys.”

    Campaigners suggested the scheme would cause "total gridlock on the roads and increased air pollution".

    Transport for London said in "the short-term we will focus our resources on delivering other much-needed cycle routes".

    A man who claims to have a gun and has made threats to kill in a suspected domestic dispute has caused a lockdown in part of south London.

    Police are negotiating with the suspect, who is in a car in Pagehurst Road in Addiscombe, near Croydon.

    Armed and unarmed officers were called to the scene at about 8:30 GMT. Road closures remain in place.

    A spokesman for the Metropolitan Police said there is no evidence of any terrorism element and the incident is believed to be domestic.

    The man claims to have a gun but no firearm has yet been seen.

    The force said in a statement: "Police were called at 8:32 by a man who stated he would kill people.

    "Officers attended Pagehurst Road near the junction with Addiscombe Road. A man was found in a car at the location and when approached he intimated he had a firearm.

    "Officers are attempting to peacefully resolve the situation."

    Cressey College, a school based in nearby Coombe Road, said students and staff have been kept away from the area.

    Protesters wearing yellow vests have attempted to storm the Attorney General's office in Westminster amid claims their calls for a meeting over the deaths of three teenage boys have been ignored.

    The group included some people who spent the morning at Westminster Magistrates Court where self-styled "yellow vests" protester James Goddard denied harassing pro-Remain MP Anna Soubry.

    Footage live-streamed on social media showed supporters sitting in stairwells, shouting on loudspeakers and criticising the police as alarms could be heard ringing out.

    They then knocked on an office door within the building, shouting: "Hello, the little people are here."

    The protest relates to the case of Jaynesh Chudasama, who was jailed last year over the deaths by dangerous driving of three boys as they walked to a 16th birthday party.

    He was more than two-and-a-half times the legal limit for alcohol and doing 71mph on a 60mph road in Hayes, when he ploughed into the teenagers, sending them flying through the air.

    Chudasama, of Hayes, who also had traces of cannabis in his system, pleaded guilty to causing the death by dangerous driving of semi-professional footballer Harry Rice, 17, apprentice electrician George Wilkinson, 16, and labourer Josh McGuinness, 16.

    He subsequently had his 13-year prison term cut to 10-and-a-half years by three judges at the Court of Appeal in London.
