The Vatican has said in a telegram that Pope Francis is "deeply saddened" by the attack.
"His Holiness Pope Francis was deeply saddened to learn of the injury and tragic loss of life caused by the barbaric attack in Manchester," the telegram said.
"He expresses his heartfelt solidarity with all those affected by this senseless act of violence.
"He commends the generous efforts of the emergency and security personnel, and offers the assurance of his prayers for the injured, and for all who have died."
It goes on: "Mindful in a particular way of those children and young people who have lost their lives, and of their grieving families, Pope Francis invokes God's blessings of peace, healing and strength upon the nation."
The boxer from Bolton, Greater Manchester says his "heart goes out to the families of people who lost their lives" in last night's attack.

Nick Yates, a graphic designer from Manchester, witnessed the moment a man sought in connection with the bomb attack was arrested by plain clothes police officers in south Manchester.
The 27-year-old said he was leaving the Morrison's shopping centre in Chorlton when he saw the police.
"There was a black Mercedes van pulled up on the side of the road with six to eight police officers, all in plain clothes but wearing black caps with checkerboard marking.
"Then as I crossed the road I saw a guy in handcuffs, sat on the floor against the wall."
Police say they have executed search warrants in Whalley Range and Fallowfield in Greater Manchester as part of the investigation into last night’s attack.

Phil describes how he and his family helped an injured 14-year-old victim and reunited her with her family.
Phil from Bradford went to pick up his daughter and granddaughter from the Manchester Arena.
He told 5 live Daily: “She was so brave this young girl.
“She managed to tell me what her home phone number was and I rang her mum so I could, and her mum was in bits on the other end of the phone, but I said: ‘Look your daughter’s here, she’s been injured but she’s okay and we’re going to stay with her.’"
Twelve children under the age of 16 were among the 59 casualties taken to hospital after the terror attack at Manchester Arena, says medical director of North West Ambulance Service David Ratcliffe.

Eight-year-old Saffie Rose Roussos from Leyland was killed in the Manchester suicide attack, Lancashire County Council has said.
Chris Upton, headteacher at Tarleton Community Primary School, said: "News of Saffie's death in this appalling attack has come as a tremendous shock to all of us and I would like to send our deepest condolences to all of her family and friends.
"The thought that anyone could go out to a concert and not come home is heartbreaking.
"Saffie was simply a beautiful little girl in every aspect of the word.
"She was loved by everyone and her warmth and kindness will be remembered fondly. Saffie was quiet and unassuming with a creative flair.
"Our focus is now on helping pupils and staff cope with this shocking news and we have called in specialist support from Lancashire County Council to help us do that.
"We are a tight-knit school and wider community and will give each other the support that we need at this difficult time."
