Councillors will hear at today's cabinet meeting that the need for new computers at Shropshire Council is "compelling".
They're being asked to approve replacements for much of the authority's creaking IT, which critics say has been maintained poorly for years.
The one-off cost is around £21m but a report says it'll help save running costs over the next 10 years.
Some opposition councillors say the money could be better spent.

After three largely sunny days, we're forecast a bit of rain this afternoon.
The West Midlands MEP Bill Etheridge has been talking to BBC Radio Shropshire about his bid to be the leader of UKIP.
He says he has a lot of new policy ideas and that winning the EU referendum was just the start for the party.
Mr Etheridge left the Conservatives to join UKIP, saying his new party gave people opportunities to rise in the structure if they put in the hard work.
And he accused the major parties of an "unprecedented spin attack" on UKIP, which he said was made up of "people who come from the normal world" rather than "trained politicians".
Quote MessageIts not been all about leaving the EU actually leaving the EU was the start and I want to demonstrate we have a lot to offer for a post-Brexit UK".

Telford and Wrekin Council says it has identified the cuts it needs to make this year and next year, but more will still need to be done in the longer term.
The authority set itself a target of saving £18m between April 2016 and March 2017 and a further £12m for 2017-18 and that has been achieved with the help of £6.5m from contingency funds.
It estimates another £15m-20m will need to be cut between 2018 and 2020.

Telford and Wrekin Council says the government needs to urgently look at the amount of money it makes available to support victims of child sexual exploitation.
The Labour-run authority says demands on counselling needs aren't being met and calls to improve the service will need an injection of cash.
It marks the end of an 18-month review into the handling of cases in the borough - which saw seven men jailed in 2012 for a range of sex offences including rape and controlling prostitution.
From September 2014 to September 2015, 256 child sex crimes were recorded in Telford and Wrekin - the highest per capita in England and Wales, according to Home Office figures.
The NSPCC said it suggested victims were more confident about coming forward.
