    Greater Anglia, external warns of delays to rail services between Norwich and Diss.

    A fault with the signalling system means trains are running at  reduced speed. Services may been delayed by up to 10 minutes.

    Network Rail engineers are working to fix the problem. Disruption is expected until mid-morning.

    Police say a number of units are attending an incident in Crowfield, north of Ipswich, following a call last night at 23:15 to concerns for the welfare of a man at a property in the village.

    They say no other people are involved, and that officers remain at the location as they attempt to engage with him.

    Stone Street is closed to through traffic at the junction with Ipswich Road down to Coddenham, and motorists are asked to use alternative routes.

    Ipswich Town boss Mick McCarthy has admitted his side haven't been practising penalties, ahead of tonight's FA Cup third round replay at Lincoln City.

    If the scores are tied after 90 minutes, the match will go to extra time and then to spot kicks. 

    However, McCarthy doesn't believe it's necessary for his players to practise: "I honestly believe, pick a spot, hit the ball cleanly and you've got a better chance."

    Suffolk County Council says it will take advantage of the government's announcement that they can add an "adult social care top-up tax" of 3% to council tax bills for the forthcoming financial year.

    Last year the amount was 2%.

    For a typical Band D property, it means an increase of £56 a year.

    Despite the rise, the Conservative administration still needs to make cuts of £31m in the next financial year.

  15. County council to reveal whether it will increase top up taxpublished at 17:42 Greenwich Mean Time 16 January 2017

    We’ll find out later this evening if Suffolk County Council proposes to increase a 2% top-up tax, introduced last year to help pay for adult social care.

    The council is expected to release its proposed budget for the next financial year after 17:00.

    In budget reports discussed before Christmas, the 2% tax was included but since then the government says councils can charge an extra 3% on their council tax this year and next year. 

    The proportion of the council's budget being spent on adult social care has risen from 38% in 2010 to 42% in the current financial year, meaning that around £209m will be spent on the service this year. 

    Adult Social Care is the largest single cost for those councils providing vital services for elderly people, whether they live in care homes or in their own homes.

    But councils across the region say their finances are buckling under the strain of rising demand, increased costs and a fall in the amount of government money.

    There's a very small risk of a shower overnight, but generally it'll be dry with clear spells and a few fog patches. 

    With light winds and, under clear skies, lows of about -1C (30F), there'll also be a fairly widespread frost.

    After a cold and frosty start to Tuesday it'll be a mainly fine and dry day with a good deal of sunshine and brightness. However, in the north and west there is the potential for cloudier skies. 

    It'll continue to feel cold with highs of only 3-5C (37-41F).

    An RSPCA inspector has been describing how his baby daughter Peggy was born in a layby close to the village of Stanton, as he and his partner made their way to the West Suffolk Hospital.

    Jason Finch and Nicky Thorne had left their home in Rickinghall for the 30-minute journey to Bury St Edmunds, when she realised that they weren't going to make it before the baby arrived.

    Nicky said: "She was born so quickly, I hardly had to push. 

    "Jason caught her, and she wriggled about and cried instantly, which was such a relief to hear."

    Jason added: "I’ve delivered a lot of lambs in my time in some very muddy fields. 

    "Delivering my daughter was a slightly different experience though.”

    Pupils from a Haverhill primary school have had a maths masterclass - with teachers from Shanghai visiting over the last two weeks.

    Westfield Primary Academy, external already has two teachers of "maths mastery, external", a style of teaching inspired by Singapore and Shanghai.

    Headteacher Nicky Tyler said: "Shanghai is one of the world leaders in teaching maths and we are honoured to have had Wang Yan and Jin Qi at the school."

    Suffolk hockey players George Pinner (pictured) and Harry Martin have kept their places in Great Britain's 27-man squad for the new Olympic cycle.

    The pair, who both competed at the 2012 and 2016 events, are joined by nine new faces, reducing the average age of the group to 25.
