Ed Balls on Labour economic policy and welfare changes

Ed Balls said he would be the chancellor "who says no" as Labour began to set out its economic policies for the 2015 general election.

The shadow chancellor was asked about Labour's spending plans should it win the election, as the party looks at benefits changes, and why it now planned to cut child benefit for higher-earners.

And he said pension spending would be included in the welfare spending cap proposals announced earlier in the week.

Andrew Neil also asked Mr Balls about housing benefit, unemployment and house building figures.
