    Not content with having the finals in 2011 and 2013 and gatecrashing most of Euro 2020, Wembley will host the 2023 Champions League final, it's just been announced.

    European football's governing body Uefa also confirmed St Petersburg in Russia and Munich in Germany as venues for the finals in 2021 and 2022 respectively.

    The 2023 final will take place during Wembley's centenary year, with the original Empire Stadium having opened in April 1923.

    I was here in my seat nice and early for what should be a good match between in-form Preston and Carabao Cup holders Manchester City,

    City have not lost in this competition since the fourth round against Manchester United in October 2016.

    But in their way today are a Preston team who are unbeaten in six games and sit only one point off top spot in the Championship.

    It's 24 years and counting since Everton lifted some silverware and this competition may well provide them with their best chance this season.

    Big things were expected from the Toffees, but they've lost three of their past four in the Premier League with the pressure increasing on boss Marco Silva. The last thing he needs is a cup exit at a Sheffield Wednesday team ninth in the division below.

    "We have high targets and high goals we have to put into this competition," said Silva. "We have to look forward to it because it is a really important game for us."

    Instead they host a Swansea side surpassing expectations in second place in the early Championship table.

    Championship strugglers Luton, who won the League Cup in 1988 and reached the final again the following year, host a Leicester City side who are third in the Premier League under Brendan Rodgers.

    It may well go the distance tonight at Kenilworth Road as five of Leicester's last six League Cup matches have gone to a penalty shootout – the Foxes have progressed from three and been eliminated in two of those.

    They won 4-2 in a shootout at St James' Park to knock out Newcastle back in round two.

    Portsmouth, 20th in League One, get to host Premier League Southampton as the fierce rivals meet for the first time since April 2012.

    Saints boss Ralph Hasenhuttl said his team would relish the hostile atmosphere at Fratton Park.

    "I have seen the videos about the history of these games, about the rivalry," said Hasenhuttl. "Every member of the team is looking forward to this game, because we have a big chance to write the history in our way.

    "They always have a special atmosphere, it's a special moment for every player. We're not going there thinking it's easy, we'll need the very best performance ever."

    Jones has only won four of 31 games in all competitions since taking charge at the start of 2019 and League Two side Crawley beat Premier League side Norwich in the last round.

    Four-time League Cup winners Nottingham Forest make their first ever trip to the Emirates Stadium to play Arsenal.

    The Gunners have not won this competition since 1992-93 as they often use it as an opportunity to give young players a chance.

    However, former Arsenal midfielder Ray Parlour, part of that team that beat Sheffield Wednesday in the 1993 final, thinks the club should be taking this competition seriously.

    "You can see how important the competition is to teams like Manchester City and it's another trophy to talk about at the end of the season," said Parlour. "Arsenal and Unai Emery should be - and probably will be - taking it seriously."

    Colchester, 10th in League Two, are the lowest-ranked team left in the competition and their reward for a penalty shootout win away at Crystal Palace in round two is a home game against Tottenham.

    Spurs have not won a trophy since lifting the League Cup in 2007-08 and have had a disappointing week, losing a two-goal lead to draw 2-2 against Olympiakos in the Champions League and being beaten 2-1 at Leicester in the Premier League on Saturday.

    Spurs forward Troy Parrott, 17, is handed a debut.

    We know about Phil Foden's potential but there comes a point when that has to be shown week in and week out. Pep Guardiola does trust him but can he be a starter in the Premier League?

    Phil will look at James Maddison at Leicester and feel like if he was there he'd be starting every week. The answer is for him to stamp his authority on the game and show that he is ready to be a starter every week against some of the best players in the world.

    There's no shame to being on the Manchester City bench and I've no doubts he will continue his progression.

    Phil Foden has got his first competitive club start of the season against Championship side Preston.

    But he has already made his mark on that competition, when he made his breakthrough in the first team last season.

    Repeating the same pattern as last term - when played in 25 matches, but mainly started against lower-division opposition in the early rounds of the domestic cups and some dead rubber Champions League matches - would not represent progress, and it is also not what he needs.

    It is Premier League minutes that really count and, in that respect, Foden has actually gone backwards from 2018-19.

    Pep Guardiola's Manchester City side have won this competition in both the past two seasons and they begin away at Preston, who are third in the Championship.

    City thrashed Watford 8-0 on Saturday, including five goals in 18 minutes, and Lilywhites boss Alex Neil admits he is worried.

    "They're a frightening prospect," said Neil. "I've watched the highlights and it was 8-0 going on 15 or 16-0 - it's like a hurricane coming at you.

    "They're one of, if not the best, in the world and operate at the top level so there's no pressure on us. We wanted one of the best, we've got our wish and I hope I don't regret it."
