    There are five substitutes available to managers tonight. We might see that in the Premier League too soon...

    Football law makers, the International Football Association Board (Ifab), have recommended five substitutions are implemented permanently in the sport.

    The rule was first introduced in May 2020 - a month before football restarted after being paused because of the Covid-19 pandemic.

    The Premier League voted against its continuation in the 2020-21 season.

    Individual football leagues and competitions will be able to decide whether or not to implement the rules.

    The decision follows a meeting chaired by Fifa on Wednesday, involving Ifab's Football and Technical Advisory Panels.

    Leicester might be looking for a bit of revenge tonight. They lost 2-1 at Brighton in the league in September.

    Albion bossed the first hour of the contest and led through Neal Maupay's penalty and a Danny Welbeck goal.

    Jamie Vardy pulled one back, but that was the end of the scoring.

    There was a controversial finish, though, as the Foxes twice thought they had rescued a point in the closing stages but Ademola Lookman and Wilfred Ndidi both saw goals chalked off for Harvey Barnes straying offside.

    "That's the strength of Pep Guardiola's Manchester City. They have made changes over the years but they have not been knocked out of this competition for five years. That's outrageous."

    Tonight completes the Manchester set for West Ham in this season's Carabao Cup. The Hammers reached the last 16 thanks to a 1-0 win against Manchester United at Old Trafford. Manuel Lanzini scoring the only goal after nine minutes.

    This evening, they host Manchester City in what is likely to be a tougher test, even with team changes being made.

    City are here because they brushed aside Wycombe, beating them 6-1 after the League One side had had the temerity to equalise in the first half.

    Cole Palmer scored in that game, as he did in the 5-1 Champions League win at Club Brugge. There'll be a fair few people eager to see some more of him tonight.

    I still remember the thrill of making my first-team debut for Manchester City aged 17 - at the time it was the best day of my life - so I always love to see other kids getting their big chance.

    That hasn't happened much at City in recent years, until now.

    Pep Guardiola has already given debuts to eight graduates from the academy in the Community Shield and Carabao Cup this season, and hopefully we will see a bit more of them in the fourth round at West Ham United on Wednesday.

    There's so much talent in this crop of youngsters, who are a lot more technical than the players City were producing 15 years or so ago when I came through. I'm not surprised there is so much excitement about them, especially because so many of them are English.

    The best of the bunch might be Cole Palmer - some of the touches I've seen from him are unreal, and he is an exceptional talent.

    Manchester City remain the team to beat in this competition. They've won it four times on the trot and six times in the last eight seasons. Often during those runs, they have blooded young players in the side, something boss Pep Guardiola has leaned it heavily this season.

    Harry Winks has been left at home for Tottenham’s Carabao Cup tie with Burnley tonight.

    The midfielder hasn’t featured since his comments about a lack of minutes under Nuno Espirito Santo after the defeat to Vitesse in the Europa Conference League last week.

    “We are meant to be a team. It’s meant to be competition. It’s meant to be competitive” the Spurs academy graduate said. “Everybody should be fighting for weekends games and its difficult. We want to win for Tottenham, to win games and pull in the same direction. But when you are not playing regularly it’s difficult to get that confidence as a team.”

    Winks, who hasn’t got an injury, was also absent from the Tottenham squad for Sundays defeat to West Ham.

    Evening everyone and welcome to another night of games to decide who gets beat by Manchester City at Wembley on 27 February next year.

    Call me cynical if you must but the Carabao Cup hasn't been the most giving of tournaments of late if you support anyone that isn't the reigning holders and current English top-flight champions.

    You never know, though. And with five of the supposed 'big six' clubs still in the competition at time of writing, we could well have a set of quarter-finals actually worth paying attention to this season.
