Rotherham give debuts to both of their midweek signings, as defenders Sean Morrison and Leo Hjelde come straight into the XI. It's a first competitive appearance in almost a year for former Cardiff skipper Morrison.
Blackburn are without striker Ben Brereton Diaz for family reasons, so Sam Gallagher will lead their attack.
