Hamilton is trying to do a lap, and struggling on the inter tyres... everyone else is just having an install lap having a look at the conditions and then coming back in.
So almost everyone who has set a lap time are on intermediate tyres... Raikkonen, Gasly, Verstappen, Perez, Stroll, and Giovinazzi are yet to go out.

Intermediate tyres are on for Charles Leclerc and Daniel Ricciardo. We don't get to see these often... I wish we had more wet races.

On Friday, Ferrari were looking good through the first section of the lap - Charles Leclerc was consistently quickest through there - but their problems came after that.
The car’s inherent understeer meant they were damaging their tyres through the fast swerves of Becketts and then losing huge chunks of lap time through Stowe and Vale/Club. Comparing the laps of Valtteri Bottas and Leclerc, the Ferrari was a massive 20km/h down on minimum speed at Stowe. “Our qualifying pace is not so bad, but our race pace we have been struggling quite a lot,” Leclerc said on Friday afternoon. “So we need to work on that to help the front left in particular but the front tyres in general.”
Mercedes struggled to get clean laps and have a lot of lap time in the bag compared to what they showed on Friday.
Norris also took ex-F1 driver and Sky Sports pundit Johnny Herbert for a hot lap of Silverstone in a bright yellow McLaren 720s.
After sliding through Maggots and Becketts, Norris, as he approached Chapel, then lost the back end of the car, spun and ended up beached in the gravel. But both men took the spin in good spirits with Herbert trying unsuccessfully to dig the car out with a spade before a recovery truck came to get them out!
Seconds before the spin Herbert said "Max Verstappen - this is how it's done!"
And then said to Norris "It's ok... we'll cut that bit out..."

It’s no surprise that this man is in demand by the media.
McLaren’s Lando Norris claimed a superb sixth spot in second practice - faster than Austrian GP winner Max Verstappen and almost half a second clear of team-mate Carlos Sainz.
The 19-year-old looks to be having the time of his life at Silverstone. On Thursday he was involved in a hilarious news conference when he burst into tears of laughter after a cheeky comment from Daniel Ricciardo had thrown him off guard.
