Pawel Cieplinski was due to appear at Worcester Magistrates Court in July.
The 39-year-old comes from Poland and has previous links to Shropshire, Worcester and Redditch but could be working anywhere in the UK, police say.

Reporter, BBC Hereford & WorcesterStaff protesting outside HMP Hewell in Worcestershirel say they "regularly fear for their lives" and claim drugs and dangerous items are being flown into the jail "on a daily basis" by drones.
Members of the Prison Officers Association, who are not allowed to strike, are holding a national protest over health and safety concerns.

BBC News OnlineThe boss of Birmingham Dogs Home has been arrested on suspicion of stealing about £450,000 in donations, the charity says.
Simon Price, chief executive of the site in Catherine-de-Barnes, Solihull, was arrested by West Midlands Police on Friday.
John Wheatley, chairman, said: "I am bitterly disappointed to confirm that funds have been stolen from Birmingham Dogs Home".
He said the arrest followed an inquiry into suspected "financial irregularity" in the charity.

11:36 GMT 15 November 2016A High Court injunction has been issued against the owner of farmland near Rugeley where around 1,000 tonnes of wood waste has been burning for two months.
Fears over water contamination mean fire crews have had to move and spread the waste at Oak Tree Farm in Slitting Mill, rather than douse it down.
A court injunction obtained by Staffordshire County Council yesterday prohibits the burning of waste at the site without council permission.
The fire, involving 1,000 tonnes of waste, started on 5 September.

Thousands of prison officers in England have stopped work amid health and safety concerns, the union has said.
The Prison Officers Association said up to 10,000 members would take part in the day of protest, which would be "interpreted as a strike", after talks with the government broke down.
The Ministry of Justice described the action as unjustified and "unlawful".

The route which heads north from Birmingham will go west to Manchester and east through Staffordshire to Sheffield and Leeds.

Ahead of his 250-mile journey, Radio WM's Richie visited projects that BBC Children In Need support including The Edward's Trust
Kishan, 16, received support from them after his father died in a car crash.
Here's Richie's route:
- Day 1 - Birmingham to Stoke
- Day 2 - Stoke to Shrewsbury
- Day 3 - Shrewsbury to Worcester
- Day 4 - Worcester to Coventry
- Day 5 - Coventry to Birmingham and then onto the Black Country living museum
