  7. Analysis: Council leader's resignation over bin strikepublished at 08:50 British Summer Time 12 September 2017

    Kathryn Stanczyszyn
    Political Reporter, BBC WM

John Clancy's resignation was seen as inevitable by some following his comments there was never any deal with union Unite to end the bin strike.

What followed was a series of claims that, contrary to his denial, there had indeed been an agreement - and not only that, but John Clancy had overstepped the mark and overplayed his hand in making promises. When workers' terms could not be met, the strike action - temporarily paused - was resumed.

While many people believe Mr Clancy's intentions were good, his failure to admit mistakes in an interview in which he clung to the "no deal" line meant there was nowhere to go.

Confidence in the leader was crumbling and his resignation may have been influenced by three things: a critical letter from Labour MPs; a reported private meeting of his cabinet where all but one called for him to step down; and a government letter asking for an "urgent update" from the independent panel monitoring the way the council keeps its house in order.

Unite has made it clear it feels it has a deal and wants it honoured. And that could mean strike action for some time to come.

John Clancy met the union through conciliation service Acas where a deal was made in principle, ending a seven-week strike, but resumed after redundancy notices were issued.

Howard Beckett says: "John made a mistake by claiming there was no deal in place when everybody knew there was and Acas recorded the deal.

"His statement is clear - the deal was not his deal. It was a deal on half of the whole cabinet. It is in the Acas wording. The question is - how do we resolve this dispute?"

    Quote Message

I'm just sorry the whole situation has got to this. He did an honourable deal and, I believe we would have had a settlement long ago and he made a crucial error
