Birmingham's binmen have been warned they could face disciplinary action for taking breaks at the depot in addition to thrice-daily stoppages.
Bin lorries are being tracked by satellite navigation, monitoring both the movement and the productivity of the city's bin teams.
The council says it is "committed to cleaning the streets for the people of Birmingham and giving the best possible service at the best possible price".
As the authority says it hopes to restore fortnightly bin collections within a matter of weeks, refuse workers have today voted in favour of a further 12 weeks of industrial action.

A Birmingham man has been jailed for 19 years for sexually abusing three women.
West Midlands Police says, external Gavin Riley, 40, repeatedly raped one woman and claimed sex acts were "payment" for heroin and crack cocaine he supplied.
Riley was found guilty on four counts of rape and a sexual assault.

A man who supplied guns and ammunition to organised crime gangs has been jailed for 22 years.
Umair Khan, 22, of Bordesley Green, Birmingham, used the dark web to make his purchases, including more than 50 revolvers, the National Crime Agency said.
He had previously admitted firearms offences at the city's crown court.
Another man was jailed for nine years for helping manage deliveries and locations where the weapons could be stored.

A pedestrian is being treated for multiple injuries after being hit by a car in Birmingham in the early hours of this morning.
Ambulance crews were called to Bristol Road in Edgbaston at about 01:35 after a 23-year-old man was found lying in the road.

Two further men have been arrested, external after a man was left with serious head injuries outside a pub.
The RSPCA says it has received reports of ducks being shot dead with a pellet gun on a Walsall canal.
The charity said it found two dead birds at the reported location - and fears there could be more.
The suspected shootings happened, it said, behind a row of houses in St John's Close, Walsall.
A spokesperson said: "We are very concerned to hear that someone is deliberately targeting wildlife in such a cruel way.
"There is no CCTV showing the incident and we don’t have a clear description of the person who is doing this, so we are relying on the public to keep their eyes open and to let us know if they see anyone shooting at wildlife in the area with an air gun."
A new chaplain for the deaf has been appointed for the Lichfield Diocese.
Baptist minister Susan Myatt is herself deaf and says she wants to give more deaf people the chance to worship in their own language.
She is expected to lead a service in British Sign Language once a month, as well as oversee pastoral care for deaf members of congregations.
The Unite union says action is likely to take place for another 12 weeks.

So for how much longer could we be looking at a buildup of bin bags?
Well, the strike ramped up during the summer with three, one-hour stoppages a day and save for a temporary ceasefire with the council in August, action looked set to continue until at least September - with the union warning as the month rolled around that industrial action could extend until the new year.
Political reporter Kathryn Stanczyszyn projects a possible 12 further weeks after members voted to keep going, which would take matters into the middle of December.

A Birmingham man wounded after he tried to stop a knife attack says communities have to do more to prevent an increase in violent crime.
Adam Brooks was one of three men hurt during the incident at a church in the city last week. He suffered injuries to his hand and neck.
A 47-year-old man has been charged with attempted murder and two counts of wounding and possession of two knives.
