A second attempt by BAE systems to build warehouses on the outskirts of Alsager in Cheshire has been rejected.
The company wants them on land close to its munitions plant at Radway Green and says they would create between 250 and 500 jobs.
Members of the council's planning committee said there is already too much traffic queueing up to the Crewe Road traffic lights and the warehouses could make it worse.
The government h as been urged to provide more funding for the regeneration of Stoke-on-Trent's town centres.
Speaking at Prime Minister's questions today, Stoke-on-Trent South MP Jack Brereton welcomed recent funding for Fenton, but said Longton must also get money.
David Liddington, who was standing in for Theresa May, replied to say they welcomed bids for funding and said all bids would be considered carefully.

The fires happened last night in Hanley, Stoke-on-Trent.
We've had another mixed day in the West Midlands with spells of rain and spells of brilliant sunshine.
These photos were taken by BBC Weather Watchers at Polesworth in Warwickshire and Dawley in Shropshire.
Three men from south east London have been arrested after a raid on a cash machine in Burton's Octagon shopping centre.
The attack took place yesterday at around 17:00 and all three were arrested on the M1 in Leicestershire.
One of the men, who was 28, was arrested for criminal attempt and possession of an offensive weapon and the other two, aged 32 and 33 were arrested on suspicion of theft.

A road in Stoke-on-Trent could be shut for up to five weeks so an unsafe building can be demolished.
The fire service says it had reports on Monday that bricks were falling from the first floor of the property on Newcastle Street onto the pavement.
The building was cordoned off and the city council decided it had to be demolished.

The council says, as equipment like a crane will need to be brought in, the road will stay shut for up to five weeks unless they finish sooner than that.
The building's owner has been informed.

Part of a Shropshire village, where some buildings are timber-framed buildings and up to 600 years old, could become a conservation area.
Shropshire Council cabinet members will consider the proposal for Tilley, near Wem, when they meet next Wednesday.
Council officers drew up a report recommending the move after being approached by the lottery-funded Tilley Timber Project, which draws attention to the village and its listed buildings.
The new status would place planning restrictions on the area and the council said there had been seven objections, from residents who feel they may be unfairly affected.
This snake was found in a Halfords car park in Folsehill, Coventry, earlier and police are trying to find out where it came from.
Officers tweeted, external to say they'd taken it to a local reptile shop to warm up and are asking for help in identifying its species.
One reader replied to suggest they ask it what four plus four was - if it could tell the officers, then it was an adder.
Another suggested it could be a Halfords "windscreen viper".

Gas holders near Villa Park are going to be demolished after standing for more than a century.
Two of the structures, now painted in Aston Villa colours, were built on Windsor Street in 1885 with the third added in the early 20th Century.
But they were decommissioned in 2009 and owners National Grid have now been given planning permission to dismantle them so the site can be regenerated.
The firm says work will start towards the end of this year and take up to two years.

Beer mats are being put in football clubs and bars in Staffordshire with the aim of getting men to talk about their mental health.
Organised by local charity Brighter Futures,, external they're being put at Stoke City, Port Vale and railway stations.
The group says they have the message ‘mate, you don’t seem yourself' on them with Staffordshire Mental Health Helpline's number on the other side.
