That's according to several charities who say vulnerable people on the streets are becoming easy targets for exploitation.

In East Yorkshire, the Emmaus Trust's street teams ask rough sleepers to let them know if they're approached for work - information they can then pass on to the police.

But charities say it will always be difficult to stop the homeless being easy pickings for criminals looking to exploit the vulnerable.

    Withernsea Community Hospital

The City Health Care Partnership (CHCP) blames "staffing shortages" and the ability to provide high quality of care for the decision.

Andrew Burnell, CHCP chief executive, said it was "not an ideal situation", but "patient and staff safety must come first".

In March, health bosses announced they wanted to close the community beds as part of a series of changes, including the downgrading of some minor injury units across East Yorkshire.

That decision has been referred to the Secretary of State for Health, but health bosses in East Yorkshire say the wait is creating insecurity among staff members.
