South Yorkshire Police are asking for help to find 25-year-old Alex Teasdale from Rotherham.
He is from the Masbrough area of the town and is wanted in connection with an offence of malicious communications.
Any information about his whereabouts can be passed onto the force via 101.
Charges have been introduced at recycling centres across Leeds for disposing rubble, plasterboard and other "non-regular" household waste.
The move was set in February 2017 when the Labour-led council agreed its budget.
Payments can be made at the recycling centres in Kirkstall, Meanwood, Middleton, Otley, Pudsey, Seacroft, Wetherby and Yeadon via debit and credit card readers.

People living in South Yorkshire could soon be paying more for their police force.
A report to be scrutinised by the Police and Crime Panel later proposes a rise in the amount of council tax which goes to policing in the next financial year to the maximum allowed by government - a rise of 7.6%.
South Yorkshire's Police and Crime Commissioner, Dr Alan Billings, says a consultation over the plans has taken place and that 80% of residents said they would be willing to pay a bit more.
But they also made it clear they expected to see a more visible police presence within local communities and improvements to the 101 service.
The increase means households in Barnsley, Doncaster, Rotherham and Sheffield would pay an extra £12 per year if they live in a band D property, while homes in bands A and B would increase by between £8 and £9 from April.

We heard earlier that Bradford City have sacked manager Stuart McCall after a run of six successive defeats in all competitions.
This will surprise many as Bradford City remain in the play-offs and still have a great chance of promotion - a remarkable achievement when you consider this squad isn't as good as last season's.

Police are appealing for witnesses after jewellery was stolen in a burglary in Sprotbrough, South Yorkshire, last month.
It happened between 08:00 and 17:45 on Wednesday 24 January and involved an alarm box being tampered with at the front of a property on Thorpe Lane.
Some items of jewellery were taken and it's believed the offenders then headed towards the Woodview area of South Yorkshire.

The Canal and River Trust is on the lookout for volunteer lock keepers for canals in West and South Yorkshire.
The trust says it needs people to operate locks on the Calder and Hebble, Aire and Calder and the Sheffield and South Yorkshire navigations.

A man's been charged with attempted murder in Harrogate.
It follows a disturbance in the town in the Unity Road area (pictured) last October, in which three people suffered knife wounds.
Another had a substance sprayed into his eyes.
Several people have been arrested and now police have charged a man from Leicester with attempted murder, wounding and assault.
He's due before Harrogate Magistrates today.
Another man, also from Leicester, has previously been charged with the same offences and is currently awaiting trail.
Police in Huddersfield are reassuring people today, after they were called to the Kingsgate Shopping Centre in the town to deal with a group of males thought to be in possession of bladed items.
Officers were called shortly after 15:30 on Saturday.
Det Insp Mark Atkinson said; “It will have been understandably alarming and concerning for those present.
“There will be increased high visibility patrols across the town centre to offer reassurance to those who are working and visiting the area."
Officers say they are keen to hear from anyone who witnessed any part of what took place.

A new initiative has been launched today to encourage children to have a break from technology.
It's called the Digital Sunset challenge and was launched today in Kent.
It sees hundreds of kids pledging to put down their tablets, games consoles and smart phones at an agreed time each evening and try another activity for an hour before bedtime.
