    A man is being treated in hospital after being shot in the leg in Leeds.

    The 21-year-old was taken to hospital after emergency services were called to an address in the Stainbeck Road area at about 16:45 yesterday.

    His injuries are not thought to be life-threatening.

    About 10 minutes earlier, a grey BMW 320 M Sport, registration YK18 SSC, was involved in a crash at the junction of Stainbeck Road and Potternewton Lane.

    Two black men are said to have run from the BMW.

    Police believe that's linked to the shooting.

    Anyone who saw what happened or who has information about either incident is being asked to contact police.

    Work to tackle illicit cigarette sales by shopkeepers and from "fag houses" is being stepped up in Barnsley as part of the council's plan to drive down the number of smokers in the district.

    By 2025, Barnsley Council is aiming for a "smoke-free generation", where children have grown up in an environment where smoking isn't seen, reducing the likelihood of them taking it up.

    But in addition to that work, the council is also focusing on the sale of illegal cigarettes, sold without the tax which makes legitimate sales so expensive.

    It is known that some are sold under the counter by shopkeepers, while others are distributed from so-called "fag houses", which become known through word-of-mouth sales.

    The council's public health officer, Kaye Mann, has updated councillors who sit on the North Area Council, responsible for communities in that part of town.

    She said: "Some 'fag houses' and shops are selling illegally and we're doing a lot of work about that.

    "The more it costs, the less they can afford. Illicit cigarettes you can get for £3. There is a lot of work going off through the council."

    A man was punched unconscious as he tried to break up a street fight in Leeds which led to a stabbing, police have revealed.

    Police were called by paramedics at about 15:15 on Monday after an incident in Roundhay Road, Harehills, near Lambton Grove.

    A 38-year-old man was found lying in the street and taken to hospital.

    At 15:28, officers received a report of a 33-year-old man attending hospital with a serious stab wound to his arm. He was then arrested.

    Det Insp Phil Jackson, of Leeds District CID, said: "It appears there's been an altercation in the street between two men who arrived in a car and two other men who were stood in the street.

    "This has led to them fighting with each other during which the 33-year-old man was stabbed in the arm.

    "The 38-year-old man was working nearby and intervened during the fight and was punched and knocked unconscious."

    Anyone with information about the incident is being asked to get in touch with police.

    The Labour Party in York has hit back at claims by the North Yorkshire Police, Fire and Crime Commissioner, saying the county's fire service has been "overly reliant" on its cash reserves.

    The report says the fire service faces a "serious financial situation" and "very serious challenges" caused by relying on reserves to "plug" a financial gap.

    It comes after Julia Mulligan took over the responsibility for the fire service last week.

    The report warns if nothing changes between now and 2023, the fire service will spend at least £3.5m more than it receives in income.

    But Councillor Danny Myers, York Labour Group's Fire spokesperson, says: "The government minister for fire has repeatedly told fire services around the country they will not receive any extra funding from government 'until they use their reserves'."

    Gritters were out at 14:00 helping to salt the road, according to Derbyshire County Council which manages the road.

    A 17-year-old boy charged with the murder of another teenager in Halifax has appeared in court.

    Jamie Brown (pictured), who was 17, was stabbed to death on East Park Road in Ovenden last month.

    A boy, also aged 17, appeared at Leeds Crown Court earlier charged with his murder.

    He is next due in court on 17 December when he will enter a plea.

    Five other youths arrested in connection with the stabbing remain on police bail.

  10. Siemens signs contract to build new Tube trains in Goolepublished at 14:18

    New trains for the London Underground will definitely be built at a factory in Goole after a contract was signed by German industrial giant Siemens.

    There were concerns the £1.5bn contract for Goole could be delayed or even cancelled after rival companies Bombardier and Hitachi launched legal action against Transport for London.

    The two firms wanted the trains to be built in Derby or County Durham, but the new £200m factory in Goole will now build 94 new Tube trains for the Piccadilly line.

    It's part of London Underground's "Deep Tube" upgrade programme which will modernise the Piccadilly, Bakerloo, Central and Waterloo and City lines.

    The contract could provide more than 700 jobs.

    Wakefield is following other councils across West Yorkshire by asking residents for their views on how it should spend its funds.

    The council's budget has fallen by £199m since 2010.

    In 2019/20 it has to find another £10.4m savings to balance the books.

    The feedback received from a public consultation will shape the council’s budget proposals for the coming year.

    It's the third year in a row the water there has been rated as "poor" - it's one of 10 beaches around England which received the rating.

    The Environment Agency says: "The bathing water is subject to short term pollution caused when heavy rainfall washes faecal material into the sea from livestock, sewage and urban drainage, via rivers and streams."

    It adds: "At this site the risk of encountering reduced water quality increases after rainfall and typically returns to normal after 1-3 days."

    The agency also says it's: "Committed to working hard with Yorkshire Water, Scarborough Borough Council and local businesses, to improve water quality at South Bay."

    Thousands of people in Leeds are being asked whether they laugh every day.

    The mood of people in the city is being measured as part of an interactive art work, with local residents being asked to answer a question a day for five days.

    Voting boxes have been put at various locations around the city displaying a question which can be answered by pressing one of three coloured buttons.

    The results will be displayed on giant light-reflective graphs in Leeds City Centre at the weekend.

    Rob Hewitt, the artist behind it, says: "It's a great time of year to test the mood. Leading up to Christmas, people reflect about the meaning of life.

    Hull's Beats Bus mobile recording studio has reached its crowdfunding target of £20,000, after a film featuring the community project was shown on BBC Two.

    The studio, which is shown in Sean McAllister's movie A Northern Soul, has received about 450 donations, raising more than £21,000.

    The film, which was shown on TV on Sunday night, follows Steve Arnott's dream of taking hip-hop to disadvantaged kids using his Beats Bus.

    The father of a disabled child has said he was "really annoyed" to see the Lord Mayor of York's car parked in disabled bays at a hotel.

    The car is used to take the Lord Mayor Councillor Keith Orrell to civic engagements.

    A resident, who asked not to be named, said he saw reserved notices for the car had been stuck on top of disabled signs on two parking spaces at the Principal Hotel on Monday.

    He said: "It just wound me up because it's the Lord Mayor. If it's an emergency service vehicle in a rush then fair enough, but these spaces had been specifically reserved."

    The man said he had called the Mansion House and was told the Lord Mayor is not disabled.

    A spokesman for City of York Council said the hotel had allocated the space to the Lord Mayor's car because of the large size of the vehicle to make sure no entrances or exits were blocked.

    Other disabled parking spaces were available, he added.

    Jeremy Brabrooke, 56, went missing from HMP Ford, near Littlehampton, West Sussex, on 14 November, sparking a major police hunt.

    He was arrested in Hampshire on Monday, and is now back in custody.

    Brabrooke, who stabbed a 59-year-old woman to death in Bingley in 1987, had been spotted in a church in Havant on 16 November.

    The arrest was made in Hayling Island shortly after police released CCTV images of Brabrooke at St Faith's Church.
