A flood warning is in place for Bridlington, with large and powerful waves expected to wash over the top of flood defences.
The Environment Agency (EA) has warned flooding is possible between 14:30 and 19:30 today, as a result of strong winds.
Members of the public have been advised to take care near coastal paths and promenades and not drive through flood water.
There are also expected to be large waves in the early hours of tomorrow morning, with further potential for flooding, the EA said.
The flood warning is in place for Harbour Road and the Floral Pavilion.
The Environment Agency said: "Please stay aware of your surroundings and do not put yourself at risk."
Race officials said the unnamed man, from East Anglia, "appears to have not actually run the race".

Over the past decades, countless beavers, cubs and scouts have been taught practical, outdoor skills at Longcroft Lower School, in Beverley.
However, the Molescroft scout group could soon be left homeless as East Riding of Yorkshire Council want to sell the land for housing.
The council say it's offering assistance to Molescroft Scouts, but the group says it wants financial compensation.
Scout leader Kester Sharpe said: "We are a family in scouting and this is our home,
"Finding a new home is going to be very difficult, especially when we haven't been given any financial compensation for the loss of our building."
Both the scout group and air cadets, who also use the site, say they have been given a year to find a new home.

North Yorkshire's fire service faces a "serious financial situation," according to the county's Police, Fire and Crime Commissioner.
The warning comes in a report published by Julia Mulligan, which looks at the service's strengths and weaknesses.
It says there are "very serious challenges" and highlights the "unsustainable" financial position caused by relying on reserves to plug a financial gap.
The report warns: "If nothing changes between now and 2022/23, the service will spend at least £3.5m more than it receives in income."
It also highlights the need for some buildings to be refurbished or replaced.
Mrs Mulligan said she would now identify savings and set an emergency budget by the end of March 2019.
She would, she said, review “all strategic aspects of the service” to improve its outlook for the future.

Several emergency services are dealing with a crash in the outside lane of the M1 southbound.
These pictures, taken a few moments ago, show five vehicles were involved in the crash between junctions 35 and 34.
South Yorkshire Fire and Rescue says they're in the process of rescuing one person from their car.
The outside lanes of the M1 are closed as the emergency services deal with the incident.
A man who was fatally stabbed outside a cinema near Sheffield was a positive figure in the community, according to people at a gym where he volunteered.
Fahim Hersi, 22, was stabbed to death when violence flared outside Cineworld at Valley Centertainment in Sheffield on 21 September.
The university student helped out at The Unity Gym Project in Broomhall.
Saeed Brasab, who runs the facility, described Fahim as a "huge part of what we did".
He said: "He was liked by all.
"He was really someone who wouldn't go past an individual without taking the time to speak to people. He was someone who was a positive role model for many."
The facility is now trying to stop young people getting involved in violent crime by educating members.
Nine people have so far been arrested as part of the investigation into Mr Hersi's death.
A scientist from the University of Sheffield is among a team of astronomers who say they've discovered a "spectacular star system wrapped in elegant spiral dust cloud."
Paul Crowther, from the university, is part of a team in Chile who say they've discovered a system containing a spinning star, which could produce one of the most powerful explosions in the Universe.
The team believe the star system, half a billion times further away than our Sun, contains a pair of Wolf-Rayet stars.
They say: "They're among the hottest stars in the Universe and represent the last stage in the evolution of the most massive stars prior to exploding as a supernova."
Professor Crowther said: “It's a mystery how dust, similar to soot from a candle, forms in such harsh environments, but this new system is the most beautiful case seen to date.”
A coroner’s office is trying to find the family of a deceased 51-year-old man from North Yorkshire.
Darren James, who sometime used the surname Bottoms, was found dead inside a house on New Millgate in Selby, on the morning of 12 November.
The death is not being treated as suspicious, but the circumstances will be subject to an inquest at a later date.
Police have been unable to locate Mr James’ family members.
Any relatives of Mr James, or anyone who can help to trace them, are asked to contact the coroner.
A 17-year-old boy is due back in court later today charged with the murder of another teenager in Halifax.
Jamie Brown, who was also 17, was stabbed to death in Ovenden last month.
A 17-year-old appeared at Leeds Magistrates Court yesterday charged with his murder.
He's due to appear at Bradford Crown Court today.
Five other youths arrested in connection with the stabbing remain on police bail.
A student walking alone was confronted by a fat, naked man performing a sex act on himself, police have said.
The 20-year-old woman was walking along Windmill Lane in the direction of Hull Road, York on Sunday afternoon, said North Yorkshire Police.
The man, who was bare-chested and had his trousers pulled down around his ankles then stood in front of her.
He was described as white, aged between 35 and 45 years, about 5ft 10in tall with a fat build.
Police said they are conducting "a trawl of CCTV covering the area" and increasing patrols.
They asked for anyone with information to come forward.

Commercial fisherman have been identified as a high-risk group and Humber Teaching NHS Foundation Trust is trying to do more to help them.
They will receive advice around issues such as stopping smoking, eating healthily and getting enough exercise.
The new service has a mobile vehicle and will work flexibly so fishermen can be seen at their own convenience.
NHS health trainer Maxine Harrison said: "We can bring the health and wellbeing to them rather than them having to take time out of their daily lives to have a chat about their health."
