    Local Democracy Reporting Service

East Riding council has received an "early Christmas present" this week, after the authority was awarded a tax refund of more than £7m.

    A Christmas present

A European Court of Justice ruling found local UK authorities had been incorrectly excluded from a VAT exemption on income from sporting facilities, such as gyms, given to not-for-profit organisations.

The total receipt to East Riding council is made up of VAT refunds of almost £4.7m for the period of March 2009 to March 2016, and about £2.6m claimed back for between April 2016 and October 2018.

At meeting of the cabinet yesterday it was agreed the money would be reinvested into improving schools, infrastructure and social care.

People are being encouraged to register for the six-month Safe and Connected trial scheme, which focuses on Whitby, Sleights and Goathland.

They'll ask participants questions about health and happiness: whether they've had difficulty taking part in social activities or problems with anyone bothering them.

The postal workers will record the responses on their handheld mobile devices and pass on any concerns to the county council so they can step in and help.

    David Harrison
    Reporter, BBC Radio Humberside

I'm in Beverley where the barriers are currently stuck down after a driver tried to jump the crossing while rushing for a train.

    Emergency services on the scene

A car tried to cross on a red light and got caught on the back end by one of the barriers.

The driver was a little shaken. She told me she was running late for a train and just wanted to try and make it.

The barriers were stuck up for some time and trains weren't passing through. One or two have now - and now the crossing is very firmly down.

    Police on the scene

Motorists say it's causing problems in and around Beverley and buses can be seen turning around just outside the railway station and heading back the other way.

Armstrong Way in Beverley is closed on the Minster side as Network Rail tries to fix the barriers, with traffic being diverted by police.

The chains say prices will fall.

Both Asda and Sainsbury's have asked the CMA for an extra 11 working days over Christmas to respond to a large amount of material which they say has only recently been given to them.
