Rachel Reeves, who is MP for Leeds West, called for the government to commit to funding for a scheme to protect Kirkstall.
It follows the Boxing Day floods in 2015 where 700 commercial properties and nearly 3,000 homes were damaged costing over £35m pounds, the MP says.
A total of £23m is needed to complete the scheme, the Labour MP said, adding "actions speak louder than words" and encouraged the government to make good on their promises.
Chief Secretary to the Treasury Liz Truss, who in 2015 was the Environment Secretary, acknowledged that Leeds needed flood protection, and said the council was keen to work with them to "make progress".

Fines for overdue library books look set to be scrapped in Barnsley as the council wrestles with a plunge in the number of borrowers in the last six years.
Books loaned from the town’s network of libraries are down by almost a third since 2012-13 and it is believed scrapping the fines could help to encourage more people back to the service.
Although fines are only 10p per day, up to a maximum of £5.20, it is believed some people find themselves in a position where they fail to return books because they cannot afford the fine.
Fines have not been increased for many years, due to a recognition from the council that "an increase in the fine rate will undoubtedly have a further negative impact on the use of our libraries".
The family of a murdered 86-year-old Bradford woman hope to finally find closure after her killer was jailed 25 years after her death.
Relatives of Amy Shepherd say she was a "lovely, harmless old lady who did not deserve the cruelty she endured" when she was killed in Wibsey, Bradford, West Yorkshire, in August 1994.
They thanked police for bringing Raymond Kay, 70, to justice after he was convicted of murder at Bradford Crown Court.
In a statement, the family said: "There has not been a day which has gone by since that fateful day when we have not thought about her. We talk about her often and miss her dearly, even after so many years."
New DNA testing had led to Kay's arrest at his home in Baker Fold, Halifax, in January last year, and he has now been found guilty after trial.
Det Supt Int Chris Gibson said “Kay might have thought that he had ‘got away’ with what he did advances in DNA techniques mean we are increasingly able to bring people to justice for their crimes, even if they were committed many years previously.”
Raymond Kay has been jailed over Amy Shepherd's murder at a sheltered housing complex in 1994.
