Derby City Council has sold the Becketwell site to developers St James Securities.
It will trigger the submission of a planning application for the first phase of the £200m scheme to develop the area.
The old Debenhams store is due to start being demolished next month with construction work to start next year.

Magistrates have issued a warrant for the arrest of a man who was found guilty of nine food hygiene offences relating to his taco van - the Taco Shed - at Download Festival.
North West Leicestershire District Council prosecuted Daniel Donovan, 31, following an investigation of his van at the Castle Donington festival last year.
He was found guilty, in his absence, of nine counts of contravening/failing to comply with hygiene regulations on Wednesday at Leicester Magistrates' Court.
Councillor Andrew Woodman said: "Serving and preparing food out of a van is no different to a restaurant when it comes to hygiene, and the conditions in the Taco Shed clearly fell well below acceptable standards."
A warrant has been issued for Donovan's arrest.

Dozens of IT workers at the Nottingham branch of the Driver and Vehicles Standards Agency (DVSA) are continuing their month-long strike.
Members of the Public and Commercial Services Union on the picket line on Parliament Street this morning said there was a "culture of bullying" at the DVSA, and grievances raised were going unaddressed for months on end.
The DVSA, which is responsible for driving and vehicle tests, said the industrial action was "disappointing", adding it has robust measures in place to make it a "great place to work" and that it has a "zero tolerance policy towards bullying".
IT worker Ian Fletcher, 52, from Kimberley, said he has been suspended for five months after a dispute with "zero dialogue" from bosses.
"There’s a culture of bullying," he said. "This isn’t something that’s just occurred recently, this has happened over a number of years. We don’t want to just stand back and let this happen."
The picket line was visited this morning by local Labour MPs Alex Norris and Vernon Coaker, who said they would raise questions in the House of Commons about the problems facing workers.
Adrian Long, from the DVSA, said the action has had minimal impact and added: "We have put in place contingency measures to deal with any disruption so we can continue to help everyone stay safe on Britain’s roads."

Police are appealing for information after reports a man followed and approached at least three women.
Officers said the offences occurred in Sherwood Vale, Chestnut Walk and Mansfield Road between Monday and Wednesday.
The force added the reports have given different physical descriptions, with two describing an Asian man and the other a white man.
Insp Christine Busuttil said: "We have increased patrols in the area to reassure the community and will investigate these reports thoroughly. If you witness any strange or unusual behaviour, please report it to us so that we can continue our work to keep Sherwood safe."

Ex-Nottingham Forest and Derby County striker Dean Saunders was filmed telling a police officer he had drunk "one pint" before refusing to give a breath test.
The BT Sport pundit, 55, was later jailed for 10 weeks for the offence before being freed pending an appeal.
The officer who stopped Saunders told him his driving was "atrocious" before adding: "You can't even stand up."
Chester Magistrates' Court heard he had to prop himself up and was slurring his words as he got out of his Audi A8.

The Bennetts department store should reopen "soon", administrators have told BBC Radio Derby.
The Friar Gate shop - billed as the world's oldest department store - has been closed for several days.
The firm went into administration in February but is being sold to London Sole Limited.
Administrators Bridgewood said they were working with the new owners to resolve a number of matters relating to the sale of the shop.

Five officers were assaulted in Nottingham during the arrest of a teenager, police have said.
Nottinghamshire Police said officers attended reports of a fight, where weapons were seen, in Westwood Road, Sneinton, at 14:50 BST on Thursday.
The 18-year-old man was arrested on suspicion of possession of a bladed article and assaults on police officers.
The officers received minor injuries, but no knife wounds.
They were taken to hospital for check-ups and "are now receiving support".

A man has been charged after a serious road crash in Lenton on Wednesday.
The 26-year-old is accused of dangerous driving, attempted arson, driving while disqualified, driving with no insurance and failing to stop following a road traffic collision.
He has been remanded in custody and will appear in Nottingham Magistrates' Court today.
A second man, aged 28, has been bailed with conditions.

Police in Oakham, Rutland, have shared photos of a card they received thanking them for the work they do following the death of PC Andrew Harper in Berkshire.
The message in the card said: "In wake of recent tragedies, I don't think that you all get the recognition, gratitude and thanks that you all deserve.
"Each and every call that you take is no guarantee that you will get back safely but still you will do whatever necessary to help or rescue someone."

A 64-year-old lorry driver has died after his vehicle crashed into a ditch on the A46 near Newark.
Police were called at about 14:30 yesterday to a report a lorry had come off the road in Brough. The driver died at the scene a short while later.
The A46 was closed northbound while police investigated but it has since reopened.

Nottingham East Labour Party chairwoman Louise Regan has announced she's campaigning to be Labour's parliamentary candidate.
It comes after MP Chris Leslie left the Labour Party for the Independent Group for Change.
Before joining the cross-party group of politicians, he was deselected from his local party in September.
Ms Regan says, if elected, she would hold regular advice surgeries - and be "present and visible".

Plans to improve four more junctions along the A52 in Nottingham will go on display later today.
The £70m project was launched in January, along with detailed proposals for the Nottingham Knight and Wheatcroft roundabouts.
Now plans for four smaller junctions are also being released.
Highways England said making the changes to the junctions at Bingham, Gamston, Silverdale and Stragglethorpe will "futureproof" the A52.
The first of three public exhibitions will be held this afternoon at Silverdale Community Centre in Wilford.

Two men have been arrested on suspicion of dangerous driving and possession of a firearm after a serious road traffic collision in Lenton, Nottingham.
No-one was injured in the crash, which took place in Rolleston Drive at 21:00 BST on Wednesday.
A 26-year-old and a 28-year-old man continue to be questioned by officers.

A motorcyclist, who died in a crash on the A57 on Monday, has been named as Nick Strickson from Swinderby.
Emergency services were called to the road near Ragnall at about 16:00 - the 56-year-old died at the scene.
