A year on from Lincoln Central Car Park being opened to the public, City of Lincoln Council say the top floor will be ready for the festive period.
The construction company behind the project, Wilmott Dixon, says the delay was down to bad weather conditions and "setbacks".

A man's appeared in court after a spate of armed robberies in North East Lincolnshire.
Shaun Hutson, who's 46 and of no fixed address is charged with robbing the Farm Foods shop in Garibaldi Street in Grimsby.
He's also accused of two attempted robberies, one at the Premier Extra store in Grimsby and another at McColl's in Cleethorpes.
Hutson has been remanded into custody until he appears at crown court.
Flying this low has to be a rather delicate job!

Two people have been arrested after a man was threatened with a gun in the Bracebridge area of Lincoln.
It happened yesterday at around 13:21 on Parker Avenue - police say they've confiscated the weapon and will be carrying out follow-up enquiries in the area.
They want anyone who may have dashcam footage of the incident to get in touch.

A project to build a three-mile tunnel under the Humber for the gas network will be funded by consumers.
Earlier this year Ofgem said National Grid would have to fund the £140m project to tunnel between Goxhill in North Lincolnshire and Paull in East Yorkshire itself.
But after seeing evidence that a fifth of the UK's gas supply will rely on the new pipeline it's agreed to allow National Grid to recover £111m of the cost through customers' gas bills.

He is also charged with attempted robbery at two other stores, one in Grimsby and one in Cleethorpes.

A Grimsby landlord claims he's been left out of pocket after tenants left his property in an appalling state.
He says they also left owing him hundreds of pounds in rent.
Gary, who preferred to not give his surname, told the BBC he had spent a fortune bringing the property back to a good standard.
He blames the issue on the introduction of Universal Credit.
It means people receive all their benefits in one payment and pay their own rent direct to landlords.
Gary says some tenants aren't doing that, leaving him and other landlords out of pocket.
