The Health Minister Matt Hancock has visited Boston's Pilgrim Hospital.
United Lincolnshire Hospitals Trust, which runs the Pilgrim, has reduced children's services because of a lack of staff.
Speaking to the BBC, Mr Hancock says he won't stand in the way of the trust if it decides to pay doctors more as an incentive.
There's been multiple reports on social media of someone dressed as a clown giving people a bit of a fright in Market Rasen.
One woman said she was terrified when a clown banged on her window on Wednesday evening.

Two cats have been found dumped in a cardboard box in Friskney.
The cats were discovered dumped on a back road at about 10:30 on Monday.
The RSPCA is appealing for information.

There could be a delay before more direct services to London from Lincoln are timetabled.
Earlier this year, the former East Coast Mainline operator Virgin Trains announced they were going to introduce new two-hourly services to the capital from next May.
The new operator LNER have said that could be delayed until the end of 2019.
Police have released images of people they wish to speak to following the theft of designer clothing worth £800.
The clothing was taken from Robert Goddards, in Spalding, on the 10 October at about 13:15.
Three people have been charged after 160 animals were removed from a vets and rescue centre during a huge raid.
Dozens of dogs and cats were seized by the RSPCA and police in the raid at 4 Paws in Killingholme, North Lincolnshire, on 22 March.
Former owner Jodie Fairbrother, Paul Fairbrother and Libby-Jo Fairbrother, all of Nar Fokak, Cyprus, have each been charged with 17 offences.
They are due to appear before magistrates in Grimsby on 26 October.
The prosecution has been brought by the RSPCA.
Concerns have been voiced by Lincolnshire Police's Chief Constable over a rise in crime.
Bill Skelly's been speaking as this week's figures show recorded crime across England and Wales has gone up by 9%.
