The people running Shropshire's hospitals have already made their minds up over the future of services such as accident and emergency and women and children's services, the leader of Telford and Wrekin Council says.
Councillor Shaun Davies is responding to an independent report into NHS decision-making processes and said it acknowledged his authority's "valid criticisms".
He points out the report by KMPG highlights a lack of training and clear criteria for the scoring process, when the Future Fit team was deciding where services should be based.
And he said the report did not rule out the possibility of Telford being made the county's trauma centre in the future.

An independent review into the process of reorganising Shrosphire's hospital's has been made public.
The report by KPMG was ordered after concerns were raised the Future Fit process hadn't been done fairly.
It raises three areas of concern.
It says there are no guarantees the money needed to make the proposed changes will be available, it says there needs to be a proper plan for the future of community care and it says there are fundamental disagreements between groups in Telford and those in Shrewsbury.
The review has taken eight months and cost £50,000.

AFC Telford United will train four times a week this season as the manager Rob Edwards says he is trying to professionalise the club.
He says he wants to build the "most professional semi-pro club in the National North" and players will train and eat well before games.

The main road from Dawley into Telford town centre is going to be "completely reconstructed" later this month.
Telford and Wrekin Council's announced that Castlefields Way will be worked on for 18 days, starting on Monday. , external
The work will be done in stages and a diversion will be in place through Brookside and Stirchley.

The Shropshire Revolution are looking to complete a perfect season this weekend when they travel to play the Humber Warhawks.
They have won nine out of nine games so far and are already guaranteed a place in the end-of-season play-offs.

Campaigners say the number of children's health visitors in the county will be cut by nearly half later this year.
Shropshire Defend Our NHS says Shropshire Council's agreed a contract with the county's community health trust, which could see up to 22 of 50 staff lose their current roles in October.
The trust says it doesn't expect there to be any job losses, but some staff will be asked to work differently.
BBC Radio Shropshire has approached the council for a statement and are awaiting a response.

We've had some rain at the Burwarton Show today, but that's not put off the visitors who have turned out in their hundreds again.
Among the attractions this year was a motorbike stunt display team, but as usual there were dozens of livestock and craft competitions and I was shown into the tent where the silverware is kept.
The family of a Ludlow woman who died in a crash on the A49 near Leominster last month have described her as a "loving wife, mother and grandmother".
Hannah Blakeway, who was 55, died on Monday from injuries she suffered in the collision on 23 July.
Her family said she spent 15 years working as a cook at a local nursing home and added she "will be missed by family, friends, neighbours and members of the Community."
A Shropshire motorist who filmed cars travelling at speed down the hard shoulder of the M54 yesterday said she was surprised it didn't result in a crash.
Rachel Jenkins filmed it on a dash cam between junctions two and three, heading towards Telford, and described it as being like something from the Fast and Furious films.
She said she saw about a dozen vehicles using the hard shoulder to undertake traffic on the busy motorway.

Here's something you don't see every day...
There's been a lot of excitement at the Burwarton show, surrounding the Shetland pony grand national.
The riders are all children and one of them is Rocco Dettori, the son of the famous jockey, Frankie Dettori.
A major road through Telford will be closed for 18 days, starting next Monday, to allow improvement works to be carried out.
Castlefields Way will be shut between the Castlefields Roundabout and Southall Road, with Telford and Wrekin Council describing the work as "essential maintenance".
The authority said it carried out tests earlier this year and found it was suffering from subsidence and cracking on the surface and needed a full reconstruction.

Frankie Dettori's son is at the Burwarton show today, riding in a Shetland pony race.
Rocco Dettori has been taking part in these "Shetland grand nationals" all over the country and is one of a number of new attractions at this year's event.
There are also new classes in the livestock competitions.
