The 40-year-old Scot had hoped that a cortisone injection would ease the tendonitis that forced him to miss Wednesday's pre-tournament pro-am.
He will be replaced in the field by 32-year-old Englishman Robert Dinwiddie.
Gallacher, who made his Ryder Cup debut last year, had recorded two top-five finishes in the past five years at the tournament.
