The club have fallen into the red despite posting record revenue.
The £19.8m pre-tax loss for the year to May 2016 was largely due to cost of signing big-name players and a payoff for Brendan Rodgers, who was sacked as manager in October 2015.
Liverpool signed 12 players in the period, spending £32m on striker Christian Benteke, who has since left, and £29m on Brazilian forward Roberto Firmino.
Revenue rose £3m to £301m.
The loss compared with a £60m profit for the previous year, which was largely due to the £75m sale of Luis Suarez to Barcelona.

The Sun reports, external that this weekend's big heavyweight fight between David Haye and Tony Bellew in London could be in doubt.
Haye is reportedly suffering from an Achilles problem and has travelled to Germany for treatment from his private doctor.

Middlesbrough midfielder Adam Clayton has signed a new contract that sees him commit his future to the club until 2021.
The 28-year-old joined from Huddersfield in the summer of 2014 and has been a key part of Aitor Karanka’s midfield ever since.

Scored the winning goal at five a side for next goal wins. Only trouble was it was in my own net ..! The despair on my face as I watched my back healed pass back roll into the goal,with the keeper helpless..!!!

Martin Guptill returned from injury with a record-breaking 180 as New Zealand beat South Africa by seven wickets to level the one-day international series in Hamilton.
The opener had been out for five weeks with hamstring problems but his score was the highest by a New Zealander in an ODI chase.
His total, off 138 balls, included 15 fours and 11 sixes, and sets up a decider in Auckland on Saturday.
