The biggest 'done deal' so far is Sunderland's £3m signing of Brighton midfielder Liam Bridcutt. Meanwhile, Cardiff City have completed the loan signing of Wilfried Zaha.
Other potential deals include Arsenal signing Kim Kallstrom, Manchester City swooping for Porto pair Eliaquim Mangala and Fernando, and Chelsea landing 19-year-old St Etienne defender Kurt Zouma for £12m.
BBC Sport's Owen Phillips: "Leicester City manager Nigel Pearson seems pretty certain they won't be over-active on transfer deadline day. And given their recent form - which sees them eight points clear at the top of the Championship table after eight consecutive league wins - it's easy to see why Pearson wants a quiet day.
"Fulham's interest in Liam Moore has cooled and Pearson has no desire to sell the highly-rated defender. So unless the London club make a ludicrously big last-minute bid, the sort of which no club can turn down. And way, way in excess of what has been mooted so far - then he will be staying put."
QPR have signed Aaron Hughes on loan from Fulham. Harry's not going to let that transfer window close without him landing a few new players.

BBC Radio 5 live's John Southall: "QPR are hoping to sign Aaron Hughes from Fulham and Kevin Doyle from Wolves, both on loan deals.
"They're also interested in Mohammed Diame from West Ham but it's unlikely the Hammers will let the midfielder go.
"There's still also a possibility that Tom Carroll will be recalled by Spurs when the Lewis Holtby deal to Fulham goes through."

"Arsenal are working on a deal to sign Sweden midfielder Kim Kallstrom on loan from Russian club Spartak Moscow until the end of the season
"The vastly-experienced 31-year-old will provide cover for the injured Aaron Ramsey and Jack Wilshere, with Mathieu Flamini suspended for the next three games.
"Arsenal are confident the transfer will be completed by the 23:00 GMT deadline.
"Kallstrom joined Spartak in 2012 following a six-year spell with Lyon, where he played more than 200 games and helped the French side to the Champions League semi-finals in 2012."
It looks like Big Sam is busy today, because he's sent Neil McDonald out to face the media. And the Hammers right-hand man has been on good form - saying they will play "21st-century football" at home to Swansea on Saturday. That, of course, is in response to Jose Mourinho's jibes in midweek.
On the transfer window, McDonald adds: "With it being deadline day, Sam is busy in the background trying to recruit players for us. We've recruited really well so far. I wouldn't rule out anybody coming into the club. Joleon Lescott is Manchester City's player and, until that changes, I cannot comment."
Rian Hoskins:, external Heitinga would give Fulham more defensive stability but would be another old player in an ageing side. Wages are a problem, too.
BBC Oxford Sport report that Oxford United are trying to tie up the loan signing of Portsmouth striker David Connolly.
BBC Radio 5 live's Pat Murphy: "Aston Villa still haven't given up on signing Wes Hoolahan from Norwich City, even though they've had two bids turned down for the Republic of Ireland midfielder.
"Hoolahan, 31, wants to join his former manager Paul Lambert at Villa Park but there's been bad blood between the two clubs ever since Lambert left Carrow Road in the summer of 2012, taking key members of the backroom staff with him.
"Villa can't make any progress against a blank refusal by Norwich to negotiate over a player who's now just on the first-team fringe, valued at around £1m, but I understand they'll keep trying to land Hoolahan until time runs out."
News from football finance experts Deloitte now. Before the start of business this morning, Premier League clubs had spent around £95m on new players during this transfer window, £10m more than this time last year.
On the final day of the window in January 2013, Premier League clubs spent £25m. However much they spend in the next 12-and-a-bit hours - and it promises to be a lot more than that - the combined transfer spend of English top-flight clubs this season has already passed the £700m mark for the first time, with spending currently at a cool £725m.
Nobody enjoys Transfer Deadline Day more than football agents. Hawking players around like Del Boy on Peckham market, agents can make millions of pounds from a few phone calls.
That's the perception, anyway. But is it the reality?
"Forgive me for sniggering, but for those people who believe that agents get their money for doing very little then perhaps they should spend a couple of days with me to see what I have to do in order to get a deal over the line," agent Raymond Sparkes told BBC Scotland.
Interestingly, Sparkes describes the January transfer window as "dramatic and unnecessary", offering "nuisance value" for unsettled players.

Lawro on Tottenham: "I cannot see Tottenham signing anybody on transfer deadline day. In fact you could argue Tim Sherwood has got too many players and should look to sell or loan out a couple.
"I certainly don't think he needs any more new faces to sort out. His issue is more that when all his players are fit he has got to decide who his best team is for them to kick on."
Davey in Newcastle: Standing behind Peter Beardsley at a cashpoint in Newcastle this morning, asked if Newcastle would be signing anyone today, he told me to mind my own business. Could mean big signings?
BBC World Service Sport's John Bennett: "It's official - as I predicted earlier this morning, 2013 Champions League finalists Borussia Dortmund have signed Serbian midfielder Milos Jojic from Partizan Belgrade.
"The arrival of the promising 21 year-old will ease the injury crisis at the Westfalenstadion.
"Jakub Blaszczykowski is the latest addition to Dortmund's long list of long-term absentees and head coach Jurgen Klopp wanted Jojic add depth to his depleted squad."
