It is the first of a series of proposed extensions to the route which runs between Wolverhampton and Birmingham.

A "terrified" kitten had to be rescued by the fire service and RSPCA after it fell down a pipe and ended up stuck in a gap behind a wall.
Officers were called to a DIY shop in Northfield, Birmingham, when a customer heard meows.
The fire service cut into the wall to get to the animal - thought to be just weeks old.
Vic Hurr, animal collection officer for the RSPCA which is looking after the feline, said: "There was no way the cat was getting out on his own, so if we hadn’t have been alerted then he would have died a horrible slow death of starvation.
"The poor thing was terrified."

An off-duty West Midlands Police officer was knocked unconscious after being "pelted with stones" when he approached three youths on bikes who were intimidating motorists in a Birmingham street.
The officer approached the trio outside a supermarket in Kingsbury Road, Erdington, just before 20:30 on Monday 12 June after they were seen riding dangerously in the road.
They responded by hurling rocks at his car and left him unconscious behind the wheel after one projectile struck the side of his head.
Police have issued an appeal to trace the bikers. One was riding an orange KTM motorbike, another a red Ducati motorbike, and the third a Suzuki scooter.
The sister of one of the alleged Three Musketeer terrorists has described her brother in court as a "quiet, humble person".
Naweed Ali, 29, is among four men from the West Midlands on trial at the Old Bailey for allegedly preparing to strike an unknown target on British soil.
They were arrested on August 26 last year after a partially constructed pipe bomb, hatchet and imitation gun were discovered by security services inside a JD Sports bag in Ali's car.
Ali's defence team have claimed an undercover officer planted incriminating evidence in the car before MI5 arrived to bug it.
Giving evidence for the defence, Ali's older sister Shakila Mahmood said he was quiet and humble and never expressed violent thoughts.
Ali and Khobaib Hussain, 25, both of Sparkhill, Birmingham, plus Mohibur Rahman, 32, and Tahir Aziz, 38, of Stoke-on-Trent, deny preparing terrorist acts. The trial continues.
