Wakefield Council operates a voluntary scheme which recognises and rewards landlords who manage their properties to a good standard.
The idea to fine landlords who don't maintain properties correctly is expected to be discussed later by council officials.
The countdown continues to the 2018 Tour de Yorkshire, external, which will run from 3 May to 6 May and will take in a host of places across Yorkshire.

Police in Sheffield are asking for your help to find 45-year-old David Craig.
He's not been seen since yesterday morning.
David was last seen in the Greystones area at about 07:30.
He's described as white, about 5ft 9ins tall, of slim build with dark greying hair and a short grey beard.
Yorkshire will see plenty of cloud this morning, with outbreaks of rain - but things will improve later on.

A horsebox has been destroyed by fire and another nearby vehicle sprayed with obscene graffiti in North Yorkshire.
The incident happened on Bleaberry Lane, near Scrayingham in Ryedale, at about 13:30 on Saturday, with the horsebox fire being treated by police as an arson attack.
Anyone with information about what happened, especially anyone who passed the area and saw anyone acting suspiciously, is being asked to come forward.
Drivers with dash cam footage from the area at or around the time of the incident are also being sought by police.
Healthcare workers at Airedale Hospital in Keighley, West Yorkshire, are to be balloted on industrial action.
The Unison, Unite and GMB unions are fighting plans to set up a private company to run some of the hospital's services.
Airedale NHS Trust says such a company would help things like building and purchasing services work more efficiently.
A woman from Sheffield has vowed to clear up discarded plastic from local waterways after watching the BBC TV programme Blue Planet II.

Edmund was playing in the last eight of a major for the first time but showed few nerves in a 6-4 3-6 6-3 6-4 win.

The findings have been revealed as part of an investigation by the city's Healthwatch watchdog, which talks to patients about their experiences.
The Not Equal report, external suggests people who are deaf are getting poor service in places like surgeries and hospitals due to a lack of interpreters.

There's been a large fire overnight at a tyre fitting workshop in Leeds.
At its height, about 50 firefighters and 10 engines were involved in tackling the fire on Tong Road in Farnley.
The blaze is now under control, according to West Yorkshire Fire and Rescue Service.
A 94-year-old woman from North Yorkshire who is in dispute with her electricity provider sits in the dark at night because she is afraid she might "run up an unpayable bill".
Dorothy Hattersley, who lives alone in Knaresborough says she has not been billed correctly by Npower since 2012.
She says she "lives in dread of who is going to come knocking at the door".
Npower says it's looking into the matter and is working to resolve things as soon as possible.

A mild and increasingly windy day is expected, with outbreaks of rain and drizzle spreading east during the morning.
Any lingering showers will soon ease this evening, with clear spells likely before midnight.
However rain and strengthening winds then spread east, turning squally for a time around dawn, with gales likely.
Two people were rescued from a house fire in Sheffield in the early hours of this morning.
Fire crews were called to the blaze, at a property on Ellesmere Road in Burngreave, at about 03:15.
As part of the operation, one person was rescued from the roof of the house.
Police looking for a missing 11-year-old schoolgirl have found a body in a river.
Ursula Keogh, from Halifax, was last seen at about 15:30 on Monday dressed in her school uniform.
The body of a young girl was found by police in the River Calder at Paris Gates in Halifax later.
Her family have been informed.
A West Yorkshire Police spokesman said they don't believe there are any suspicious circumstances.
"Inquiries will remain ongoing to determine a cause of the death," a statement said.
